Job Summary:
The Civil Engineer will oversee the civil engineering aspects of AEC’s five-year project on Strengthening the National Regulatory Infrastructure for Radiation Safety and Nuclear Security. This role involves managing the construction and development of a technical support block, laboratories, administrative block, and associated facilities, ensuring compliance with safety, quality, and regulatory standards specific to atomic energy infrastructure. The Civil Engineer will work closely with contractors, consultants, and AEC leadership to ensure the project is completed on time, within budget, and to the required specifications.
Key Duties and Responsibilities (Inferred and Expanded)
- Project Planning and Design Oversight
- Collaborate with architects, consultants, and AEC leadership to review and finalize designs for the technical support block, laboratories, and administrative block, ensuring they meet radiation safety and nuclear security standards.
- Develop detailed project plans, including timelines, budgets, and resource allocation, for the construction phases of the project.
- Ensure all designs and plans comply with Ugandan building codes, atomic energy regulations, and international safety standards (e.g., IAEA guidelines).
- Construction Supervision and Quality Control
- Supervise on-site construction activities, ensuring contractors and subcontractors adhere to approved plans, specifications, and timelines.
- Conduct regular inspections to monitor the quality of materials, workmanship, and construction processes, particularly for radiation-shielding structures and laboratory facilities.

- Implement and enforce safety protocols to protect workers, the public, and the environment from radiation hazards during construction.
- Coordinate with AEC’s radiation safety officers to integrate safety measures into the construction process, such as secure storage for radioactive materials.
- Coordination and Stakeholder Management
- Liaise with contractors, subcontractors, and suppliers to ensure timely delivery of materials and services required for the project.
- Work closely with AEC’s technical team to ensure the infrastructure meets the operational needs of radiation safety and nuclear security programs.
- Engage with regulatory bodies and local authorities to secure necessary permits and approvals for construction activities.
- Budget and Resource Management
- Monitor project expenditures, ensuring they align with the approved budget and identifying cost-saving opportunities without compromising quality or safety.
- Manage the allocation of resources, including labor, equipment, and materials, to optimize project efficiency.
- Prepare financial and progress reports for submission to the Chief Executive Officer, highlighting any budgetary or timeline issues.
- Risk Management and Problem Resolution
- Identify potential risks to the project, such as delays, cost overruns, or safety hazards, and develop mitigation strategies.
- Resolve on-site issues promptly, such as construction defects, equipment failures, or labor disputes, to minimize disruptions.
- Document and report all incidents or deviations from the plan, ensuring transparency and accountability.
- Documentation and Reporting
- Maintain accurate records of construction activities, including daily logs, material usage, and inspection reports.
- Prepare technical reports and updates on project progress for AEC leadership and stakeholders.

Requirements
Essential:
- Bachelor’s Degree in Civil Engineering from a recognized institution.
- Minimum of 5 years of experience in civil engineering, preferably in projects involving specialized infrastructure such as laboratories, hospitals, or technical facilities.
- Registration with the Engineers Registration Board (ERB) of Uganda or eligibility for registration.
- Strong knowledge of construction management, safety standards, and project oversight.
Desirable (Inferred):
- Experience in projects related to radiation safety, nuclear security, or atomic energy infrastructure is an added advantage.
- Familiarity with international standards for radiation safety (e.g., IAEA guidelines) and laboratory construction.
