Role Overview:
The Principal Internal Auditor is a senior-level position responsible for overseeing the internal audit function within the district. This role ensures financial accountability, compliance with laws and regulations, and the effectiveness of internal controls. The officer reports to the District Council and works closely with the Chief Administrative Officer (CAO) and other department heads.
Key Responsibilities:
- Plan, organize, and conduct internal audits of the district’s financial and operational activities.
- Evaluate the effectiveness of risk management, control, and governance processes.
- Prepare and present audit reports with recommendations to the District Council and management.
- Ensure compliance with the Local Governments Act, Public Finance Management Act, and other relevant regulations.
- Monitor the implementation of audit recommendations and follow up on corrective actions.
- Provide advisory services to management on financial and operational improvements.
- Supervise and mentor junior audit staff.
Qualifications and Experience:
- A Bachelor’s degree in Accounting, Finance, Business Administration (with a focus on Accounting), or a related field from a recognized institution.
- Full professional accounting qualification (e.g., CPA, ACCA, or equivalent) accredited by the Institute of Certified Public Accountants of Uganda (ICPAU).
- A minimum of 6 years of experience in auditing, with at least 3 years at a senior level in a public or reputable private organization.
- Membership in a professional body such as ICPAU is mandatory.
- Knowledge of government financial regulations, audit standards, and risk management.
- Strong analytical, communication, and leadership skills.
Competencies:
- Financial management and accountability.
- Problem-solving and decision-making.
- Ethics and integrity.
- Ability to work under pressure and meet deadlines.
